Oscar Garcia is an accomplished HR executive with over 22 years of experience across private, public, and cooperative sectors in both domestic and international markets. Known for his strategic vision, Oscar has successfully led HR teams and transformative initiatives in organizational development, talent management, and mergers and acquisitions.
As CEO of Alliance HR Management Group, Oscar specializes in providing high-impact labor and employee management solutions to the agricultural industry. He is recognized for aligning HR strategies with business goals, optimizing performance, and driving workforce effectiveness. Previously, as Chief Human Resources Officer at Prima® Wawona, Oscar led the integration of HR processes between Gerawan Farming and Wawona Packing. He designed a new HR service delivery model and implemented key systems, including time and attendance tracking, performance appraisals, compensation plans, and succession planning. At HM.Clause, Oscar managed HR operations across eight countries in the Americas and Pacific, spearheading large-scale business transformations and aligning global HR processes with local regulations to support corporate strategy.
Earlier in his career, Oscar held senior HR roles at Goodyear International and ADM Mexico, where he managed the full employee lifecycle, led union negotiations, and drove organizational change initiatives.
Oscar holds a Bachelor of Business Administration with an emphasis in HR Management from Morelos State University in Mexico and an MBA in Leadership and Organizational Change from Simon Fraser University in Vancouver, Canada. He has earned advanced HR certifications from institutions such as Wharton, UC Davis, IMD, and ITAM. Bilingual in Spanish and English, Oscar combines a “glocal” perspective with deep expertise in HR strategy, particularly in the agricultural industry.

Jose Erevia is a respected professional in Regulatory Compliance and Human Resources with over 30 years of experience in the agricultural sector. His footprint spans from working in the fields of California’s Central Valley to holding executive roles directing HR, EHS, Food Safety, and ESG teams. Jose leverages his top-to-bottom perspective to customize employment policies, procedures, and work practices; create and implement multi-level compliance processes; develop practical labor relations strategies; build and implement EHS and ESG programs; design crisis management strategies; and perform pre-merger due diligence reviews and post-merger synergy evaluations.
Jose spent twenty-seven years at family-owned Gerawan Farming, the largest stone fruit grower and one of the top table grape producers at the time. His skill set, exceptional aptitude, and dedication allowed him to move up the ranks to senior level positions reporting to ownership. Under Jose’s leadership, Gerawan maintained high levels of regulatory compliance, underwent critical culture changes, and in the process strengthened its employee-employer relations. All efforts led to the high-profile decertification of the UFW (United Farm Workers of America) and to successful outcomes in complex regulatory enforcement actions from government agencies – e.g., CAC, Cal/OSHA, DLSE, DPR, CRD, ALRB, NLRB, EEOC, DOL, and ICE (formerly INS).
At Prima® Wawona, a merger of Gerawan Farming and Wawona Packing, Jose expanded his scope to include ESG, guiding the company through successful third-party social audits (e.g., SMETA 4-pillar) and Golden Gate recognition, a Cal/OSHA voluntary partnership program.
A Cum Laude graduate in Accountancy from Fresno Pacific University, Jose was the recipient of the FPU Senior of the Year award, a recognition reserved for the most distinguished student-athletes. More recently, Jose was honored by the Fresno Chamber of Commerce in partnership with the Fresno County Farm Bureau with the Agricultural Employee of the Year award for his noticeable work ethic and contributions to the overall betterment of the valley’s agricultural industry.

With over 15 years of dedicated experience in Human Resources, Crystal Mercado has built a distinguished career grounded in operational excellence, legal compliance, and employee well-being. Her expertise spans the full HR and Accounting spectrum—including strategic recruitment, employee development, benefits administration, payroll operations, conflict resolution, and workers’ compensation.
Rooted in California’s agricultural landscape, Crystal began her HR journey supporting family-run agribusinesses across the Central Valley, later expanding her impact throughout the West Coast, Canada, and South America. Early in her career, she held key roles in HR Management and Senior Accounting, overseeing full-cycle workforce operations, and day-to-day cash flow and banking processes.
During her tenure at Prima® Wawona, she led a high-deductible workers’ compensation program, successfully resolving complex claims in under 12 months. She also managed a $125 million payroll operation, refining internal protocols to enhance both accuracy and regulatory adherence. Her meticulous attention to HR documentation reflects a steadfast commitment to operational transparency and workforce integrity.
Now serving as Director of HR Services at Alliance HR Management Group, Crystal leads integrated HR and accounting initiatives with a focus on efficiency and compliance. Her leadership plays a vital role in strengthening the organization’s infrastructure while expanding support services to agricultural businesses across California.
Armed with an AS in Accounting and a Bachelor’s in Business Administration with a concentration in Human Resources Management from Fresno State, Crystal pairs academic strength with hands-on expertise. Joel Gomez is a seasoned agricultural operations leader with over 32 years of experience managing large-scale field operations across California’s Central Valley. Throughout his career, Joel has held key leadership roles with industry leaders such as Gerawan Farming, Maricopa Orchards, and Prima® Wawona, where he demonstrated a proven ability to enhance productivity, streamline labor coordination, and maintain high standards of operational excellence.
As Director of Farming Operations at Alliance HR Management Group, Joel oversees field operations to ensure our agricultural practices are efficient, compliant, and results-driven. He brings a strong track record in managing crew coordination for pruning, thinning, harvesting, and irrigation.
Prior to joining Alliance, Joel held positions as Farm Manager and Field Operations Supervisor, where he led both temporary and permanent field teams with a focus on safety, labor compliance, and performance optimization. His operational experience spans multiple crop types, including stone fruit (peaches, nectarines, plums, apricots), citrus, table grapes, and almonds. He is also credited with implementing systems and processes that improved equipment delivery and fruit hauling.
Known for his hands-on leadership, Joel has built a reputation for developing high-performing teams and fostering strong relationships with field workers, crew bosses, and client representatives. His deep understanding of field operations allows him to offer clients valuable insights and tailored recommendations that support operational success.
